The role played by the private sector to speed up housing development can never be underestimated. When considering the developments in apartments Ernakulam district is ahead of other districts only due to the sincere efforts from the part of the renowned realtors.

The tasks, which the private sector can be expected to engage, are as follows:
1. The developers and builders should be encouraged to participate in the construction of group housing, development of commercial buildings etc. These activities can be augmented speedily if various development authorities allot a large number of plots fore specific purposes. Further, a well-formulated package of fiscal and legislative measures should be introduced to make the private developers interested in allocating a substantial proportion of the development benefits to low and middle-income target groups.
2. The financial needs of private developers should be looked into, since it is the lack of assured funds for housing that makes the developers to demand the entire cost of the housing from the purchasers before occupation and also to confine their activities to high-income group housing.
3. The housing finance strategies should be appropriately re-framed to allow private developers to play an enlarged role in the development of housing for lower income groups.
4. The government should declare housing as an industry so that the institutional finance and other facilities may become available to the private builders to accelerate the pace of construction and thus reduce the cost involved in building a house.
5. The private builders and Non Governmental Organizations (NGO’s) must be encouraged to design programmes to meet the requirements of the local people, provide feed back for modifications in the programmes from time to time, mobilize household savings and community resources and disseminate information on the use of low-cost building materials, etc.
